President Maithripala Sirisena’s order came days after the finance minister revoked the year ban and was announced in a statement posted on president’s website. The statement said Sirisena, addressing a public meeting on Sunday, had instructed the finance ministry to cancel the previous government circular that revoked the ban. It said the president was committed to building a cultured society with values such as freedom, morality and democracy. The ban had been in force since , the early years of Sri Lanka embracing an open market economy. Many businesses had ignored the ban and employed women to serve alcohol and sold alcohol to them. Liberalizing alcohol consumption has been a sensitive issue in Sri Lanka, where the Buddhist clergy play a dominant role in society. However, liquor consumption is not banned in Sri Lanka and many Sri Lankans consume alcohol. Last week, the finance minister also amended regulations to allow liquor outlets to stay open an hour later, until 10 p.

World Agence France-Presse Updated: March 22, Sri Lanka’s military admitted on Saturday soldiers had abused and tortured female recruits, a rare admission of guilt after years of allegations over its personnel’s treatment of Tamil rebels during an uprising. A military spokesman said it accepted the authenticity of a video leaked on a dissident website that appeared to show soldiers torturing women soldiers, adding instructors had overstepped their authority for an undisclosed act of violating “military discipline”.
The fuzzy footage showed women recruits being subjected to cruel and degrading treatment and sustained beatings by men in uniform. The spokesman said the incident had taken place in October in the north-central district of Anuradhapura, further south of the war zone where fighting ended in May with the defeat of Tamil Tiger rebels.

As one of them said, ” for how long will the men decide where the wells should be, even though it is the women who fetch the water?
Women in Sri Lanka won the right to vote in , seventeen years before independence. In the post independence period, Sri Lankan women made rapid progress in relation to health, education and employment, and their human development indicators are still considered a model for South Asia. A shift to an electoral system based on proportional representation in , which elsewhere has generally proven more favourable to women, there has been no significant change in the numbers of women elected over the years.
This is largely because major political parties in Sri Lanka have done little that is meaningful to address the under representation of women. The nominations statistics speak for themselves. A closer look at the increasing number of electoral candidates, including women, reveals that the increase in the numbers of women candidates is due to fringe parties and independent groups – who seldom win – filling their lists with women.
Major political parties with stronger electoral fortunes do not nominate women in any significant numbers. As a result, the overall increase in their nominations has not translated into electoral gains for women. Thus, the Trincomalee Urban Council now has a higher number of women than most other local councils in Sri Lanka. When this month’s elections were announced, however, many women party activists from the SLFP and the UNP who were traditionally content to take a back seat and who had worked loyally for their parties for years, distributing leaflets for male candidates, going house to house campaigning etc.

The National Movement for Consumer Rights Protection had accused the finance minister of encouraging drinking, and had urged Sirisena to intervene and restore the restrictions. Under further new measures passed by Samaraweera, bars and pubs can remain open longer, and a ban on women working in bars, distilleries and breweries was lifted.
It was not clear from Sirisena’s statement yesterday if the decision to allow women to work in the alcohol industry had also been reversed. The ban on women buying liquor was originally imposed in to appease the conservative Buddhist hierarchy of the time. Liquor vendors in Sri Lanka are also forbidden to sell spirits to police or members of the armed forces in uniform.
